Full Job Description

The successful candidate’s starting pay will fall within the pay range listed below. Base salary is localized according to an employee’s work location. Ranges are market-dependent and may be modified in the future.

 

For candidates living in Boston, MA, Denver, CO, New York, NY, Los Angeles, CA, Sacramento, CA, San Diego, CA, and Washington, DC, the pay range is $155,000 - $170,000.

 

Position Summary

 

The Director, Engagement & Development leads efforts both US-based and internationally related to organization excellence, employee engagement, staff development and talent acquisition efforts at APHL. Key areas of responsibility include, but are not limited to organizational development initiatives, crafting APHL’s staff engagement assessment, climate surveys and process surveys.  The incumbent will provide direction and guidance on association-wide employee development and performance management. Additionally, this position is responsible for overseeing the talent acquisition process.

 

The Director will cultivate and enhance APHL’s organizational development, talent acquisition and employee engagement strategy. Also ensure that all APHL employees both US-based and internationally feel welcome, valued, connected, acknowledged, and inspired.

 

The Director, Engagement & Development reports to the Managing Director, People & Culture.

 

This is a remote-friendly position that requires the employee to reside within the DC, Maryland or Northern Virginia area. Occasional in-person attendance at APHL Headquarters (Bethesda, MD) is required, typically up to 12 or more times a year. Some of these on-site requirements may be requested on short notice.

 

The Association of Public Health Laboratories (APHL) works to strengthen laboratory systems serving the public’s health in the U.S. and globally. APHL’s member laboratories protect the public’s health by monitoring and detecting infectious and foodborne diseases, environmental contaminants, terrorist agents, genetic disorders in newborns and other diverse health threats.

 

Responsibilities

 

Organizational Development - 

 

  • Designs organizational policies and practices that promote a positive remote work environment
  • Partners with People & Culture/Executive Leadership in the facilitation of staff surveys and focus group discussions to better understand employee needs and concerns
  • Measures, analyzes, and reports key employee engagement metrics to APHL leadership

 

Employee Engagement - 

 

  • Collaborates with other departments to create initiatives and programs that promote employee engagement
  • Guides and coaches team managers to ensure that APHL’s employee engagement strategy and objectives are being effectively executed
  • Provides oversight of events and initiatives that boost morale and promote APHL’s culture
  • Manages the internal communications regarding engagement initiatives
  • Maintains current knowledge of employee engagement trends and best practices 

 

Employee Development - 

 

  • Provides guidance to APHL’s Leadership Academy & Lead Specialist, Staff Education & Training
  • Responsible for internal Leadership Development in collaboration with APHL's Training & Workforce Development team
  • Oversees Performance Management within APHL
  • Maintains current knowledge of employee development trends and best practices 

 

Talent Acquisition - 

 

  • Oversees Talent Acquisition Process
  • Develops and implements Talent Acquisition Strategies for a remote employee base
  • Identifies opportunities to improve hiring practices, employee morale, retention, and job satisfaction
  • Maintains current knowledge of talent acquisition trends and best practices

 

Supervisory Responsibilities

 

  • This position has 2 direct reports, 1 indirect report (Intern), and collaborative oversight for educational resource

 

Education and Experience

 

  • Bachelor’s degree required/graduate degree strongly preferred
  • At least 12 years of proven success in an employee engagement and talent acquisition role of which some experience has been in a remote environment
  • An understanding of adult learning principles, and experience designing, implementing, and evaluating training & development programs
  • Experience developing and managing direct reports

 

Certifications (any of the following are preferred)

 

  • SHRM SCP, SHRM CP
  • HRCI SPHR, PHR
  • MBTI Practitioner
  • DISC Coaching Certification
  • Organizational Development Certification/Certificate (such those offered through AIHR)

 

Knowledge, Skills, and Abilities

 

Knowledge - 

 

  • Strong knowledge of HR practices, talent acquisition and employee engagement strategies
  • Affirmative Action and EEO Reporting

 

Skills - 

 

  • Skilled in the use of HR software and employee engagement platforms, specifically ADP for Performance Management
  • Proficient with Applicant tracking system, preferably iCIMS
  • Proficiency in all Microsoft Office products
  • Excellent communication and presentation skills
  • Excellent organization and time management skills
  • Strong attention to detail

 

Abilities - 

 

  • Ability to work effectively with a broad audience
  • Ability to build collaborative relationships and foster teamwork
  • Ability to provide guidance on the talent acquisition process
  • Ability to analyze data and metrics effectively

  • Demonstrated commitment to using data to inform practice.
  • Experience in the assessment of professional development programs.
  • Proven success in a remote work environment.
  • Superior interpersonal and intercultural communication competence to provide leadership and to model habits of interaction that ensure a culture of collaboration, inclusivity and wellbeing, including adaptability and humility.
  • Demonstrated ability to provide clarity in ambiguous situations.
  • Desire to learn and grow.

 

APHL Weeks:

 

APHL Week is a Conference/Convention that is held at the APHL Home Office Bethesda, MD. This event is mandatory for all employees to attend. Travel and lodging will be reimbursed by APHL.

 

Please Note: Reimbursement for travel and lodging may not be possible for employees that are local to the APHL Home Office.
